一、提高认识，认真学习科学发展观，深刻掌握科学发展观的科学内涵。

科学发展观是指导我国现代化建设的科学的思维理念。科学发展观的内涵极为丰富，涉及经济、政治、文化、社会发展各个领域，既有生产力和经济基础问题，又有生产关系和上层建筑问题；既管当前，又管长远；既是重大的理论问题，又是重大的实践问题。它的基本内涵是：一是坚持发展这个主题；二是全面发展；三是协调和可持续发展。所谓坚持发展，就是要坚持以经济建设为中心，聚精会神搞建设，一心一意谋发展；所谓全面发展，就是要着眼于经济、社会、政治、文化、生态等各个方面的发展；所谓协调发展，就是各方面发展要相互衔接、相互促进、良性互动；所谓可持续发展，就是既要考虑当前发展的需要，满足当代人的基本需求，又要考虑未来发展的需要，为子孙后代着想。我们只有深刻的掌握好科学发展观的内涵才能在今后的工作、学习当中坚持科学发展，指导我们的工作和学习。

二、坚持科学发展观要把解放思想贯穿始终

以解放思想为先导，思想是人类的灵魂。真正做到深入学习、理论武装解放思想，实事求是、善于实践不断解放思想，把解放思想贯穿学习实践活动始终。思想是行动的向导。我们做任何事情都要把解放思想作为我们的方向，只有朝这个方向不断的努力，才能实现我们的目标。如从去年开始，受国际金融危机和世界经济增长明显减速的影响，我市建筑业遇到了前所未有的困难，工程量缩减、资金链断裂、拖欠工程款现象日趋严重，在这种逆境中，我们的施工企业变压力为动力，变挑战为机遇，以危化危，以危求机，保持了建筑业各项工作平稳较快发展。但是，与贯彻落实科学发展观要求相比，与在新的历史起点上推进我市建筑业又好又快发展要求相比，思想还需要进一步解放，科学发展理念还需要进一步确立，创新意识还需要进一步增强，眼界、胸襟、思路还需要进一步开阔。这就要求我们在学习活动中要脚踏实地的理论联系实际，提高运用科学发展观的思想观念统领和驾驭各项工作的能力。

三、把科学发展观联系到实际应用到我们工作中

在我们的工作中时刻都必须以科学发展观为指导。加快建筑业发展是坚持科学发展观的集中体现。把握好推进我市建筑业科学发展的切入点，制订政策措施，创新体制机制，全面提高我市建筑业的发展水平。以“推进科学发展，构建和谐城市”为主题，以“解放思想，改革创新，推动我市建筑业又好又快发展”为实践载体，以深化“先锋”工程、开展“梯级创建”活动为抓手，以领导班子和党员领导干部为重点，组织广大党员深入学习实践科学发展观，切实增强贯彻落实科学发展观的自觉性和坚定性。把学习效果实实在在的融入到我们的生活、工作中去。
