周幽王，又叫姬宫涅。他在位时，不理朝政，喜好美色。有个叫褒响的大臣劝说周幽王应该以国家大事为重，周幽王不但不听，还把褒响关了起来。褒家的人为了把褒响救出来，就在乡下买了一个非常漂亮的姑娘，起名褒姒，教会她唱歌跳舞，把她打扮起来，献给周幽王，替褒响赎罪。

周幽王十分宠爱褒姒，可是褒姒自从进宫以后，就没有笑过一次，整天闷闷不乐。周幽王送她各种珍奇礼物，想尽各种古怪的办法叫她笑，都没有成功。于是周幽王说：“有谁能让王妃娘娘笑一下，就赏他一千两黄金。”这时虢石父替周幽王想了一个主意。他说：“大王可以跟娘娘上骊山去玩几天。到了晚上，咱们把烽火点起来，让附近的诸侯见了赶来，上个大当。娘娘见了许多兵马扑了个空，肯定会笑的。”周幽王很高兴：“好极了，就这么办吧！”

他们上了骊山，真的把烽火点了起来。各路诸侯误以为天子蒙难，纷遣军队星夜兼程地前往救驾，但到京城后才发现是个恶作剧。褒姒见此情景就真的笑了。京城里外，此时已是兵马云集，一片混乱，这种狼狈滑稽的场面，被站在高台上的褒姒看见，禁不住哈哈大笑。幽王心花怒放，以后又数度重复这个荒谬的方法，以致无人再相信狼烟信号的意义。

五年后，酉夷犬戎大举攻周，周幽王连忙下命把骊山的烽火点起来，但是谁也不愿再上当了。结果周幽王被杀，而褒姒也被抢走了。
