说课者：洪梅中学苏振成 一、教材分析（一）本框题在教材中的地位。第十六课是全书的总结和落脚点，自然也是全书的重点。本节课属第十六课第一个框题，主要内容分二部分：一是讲我国公民权利的特点，二是讲公民要依法行使权利。这些都是中学生想要知道而且必须掌握的内容，当前，青少年违法犯罪时有发生，其中的一个重要原因在于不懂得如何依法行使权利，因此，搞好本节课教学具有重大现实意义。从考试的角度看，本框题这几年一直是中考的重点。基于上述，本节课是重中之重。（二）重难点及依据（1）我国公民权利的特点是本课的重点，也是本课的难点。构成重点的理由：这部分内容是以前所学知识的深化，关系到以前所学知识能否巩固和提高，增强法治观念，做到依法办事，更重要的是通过这部分内容的学习，使学生认识到社会主义制度的优越性，激发学生的爱国情感，是对学生进行思想教育的重要载体。构成难点的理由：这部分内容理论性较强，初中生一方面抽象思维能力不够，另一方面缺乏相应的感性认识，因此，理解起来比较困难。（2）公民要依法行使权利是本课的又一重点。构成重点的理由：从教材体系看，这部分内容是前面所学知识的归宿，也为后两个框题的学习做铺垫；从知识掌握的角度看，这是要求学生理解的知识点，历年中考都有涉及；从现实角度看，不当行使权利，在学生群体中较为普遍。（3）本课的另一难点在于如何有效做到知行转化。依法行使权利从理论上把握不难，但是如何落实到行动上，真正做到学以致用，却绝非易事。（三）教学目标1、知识与技能方面：通过本节课教学，使学生了解我国公民享有的权利和自由具有平等性、广泛性、真实性的特点。真正体会我国是人民民主专政的社会主义国家，人民是国家的主人。公民的权利是来之不易的，要依法正确行使权利。通过教学着重培养学生自主学习、合作探究的能力、提高判断分析能力和明辨是非的能力，并通过“新闻播报”、“小品表演”等活动培养学生的语言表达能力、表演能力以及创造力等各种技能。2、过程与方法方面：（1）通过课前常规活动“新闻播报”，引导学生关注时政，关注生活，突出学科特色。（2）通过“知识竞赛”引导学生回顾已经学过的知识，激发学生的竞争意识，达到既温故知新又导入新课的目的。（3）通过“引导自学”、“设疑启思”，指导学生自学教材，建构知识体系。（4）通过“合作探究”、“案例分析”，引导学生学习我国公民权利的特点。（5）通过“小品续演”、“教师点拨”，引导学生明确如何行使公民权利。3、情感、态度和价值观方面：增强学生的爱国主义情感，增强学生的法制观念，学会依法正确行使公民权利。 二、学情分析1、知识方面：经过前面几课的学习，学生已经初步了解了我国公民在人身、家庭、经济、政治生活等方面的一些基本权利和义务，有进一步学习本课知识的知识基础，应重视温故知新。2、学生特点：课程改革一段后，学生思维较活跃、善思辩、表现欲强，有一定的自主学习能力和合作探究的能力。三、教学方法1、教法设计。教学是一门艺术，要发挥教师的主导性与学生的主体性、主动性和主创性，就必须选择恰当的教学方法。针对本框教学内容和初二学生实际采用的教学方法有：（1）案例与材料分析法。案例与材料分析法指在教师的指导下，根据教学目的需要，采用案例与材料来组织学生进行学习，研究。理论联系实际是思想政治课教学的重要原则，案例教学就是理论与实践的有机结合。案例教学从案例入手，从感性到理性，符合学生的认知规律。（2）情景导学法。其基本模式是：展示情景—学生分析、讨论—教师点拨—反馈、总结。情景导学法有助于调动学生的积极性，有助于增强学生的感性认识，有助于培养学生的思维能力和创新意识。（3）归纳点拔法。政治课教学理论性较强，知识点分布散乱，通过教师对知识点进行归纳点拔，使学生学到的知识比较完整。2、学法设计。教是为了学生的学，因此学法指导尤为重要。针对本框的内容，我对学生的学法指导是：（1）合作学习。合作学习是指学生在小组或团队中为了高质量地迅速完成共同的任务，有明确分工的互助性学习形式。合作学习有利于促进学生主体性发展，有利于培养团队意识、竞争意识。（2）阅读指导。指导学生自己阅读材料，并在阅读中发现问题，找出结论。（3）课堂讨论。让学生进行课堂讨论，激发学习热情，开拓思空间，以适应开卷考试的需要。
