1、全民健身设施必须向社会开放。各地要积极组织群众开展形式多样的体育健身活动,充分发挥全民健身设施的效益。县文化体育局要定期对全民健身设施管理人员和志愿者进行管理知识及技能培训。各级社会体育指导员要积极宣传科学健身知识,推广科学健身方法,以促进市民群众身体素质的提高。

2、县文化体育局应定期对本区域内全民健身设施的安全和卫生状况、设施完好程度、管理措施落实情况等进行监督检查。

3、各镇人民政府、街道办事处等产权单位要结合实际,制定本辖区全民健身设施管理办法,落实长效管理措施;要落实1―2名兼职管理人员,加强对本辖区全民健身设施的管理。各社区、居委会及行政村要落实志愿者或专兼职人员负责对全民健身设施的日常管理。如发现健身设施存在质量问题,要及时向所在地的镇人民政府、街道办事处报告。各镇人民政府、街道办事处要及时进行修理、确保全民健身设施的安全使用。
